In decadent Vienna, Duke Vincentio turns over his power to his deputy Angelo, who immediately vows to rid the city of moral decay. Caught up in the sweep is young Claudio, who is sentenced to death for impregnating his fiancée. Claudio’s sister Isabella, a young nun, begs for her brother’s life. Angelo offers to stay the execution in exchange for sex, and warns that if she comes forward, no one would believe her.
